Forever-Learning Modules — The Lifetime Tier
The doctrine is not a course you finish. It is a discipline you keep — for as long as you pursue. This tier is the curriculum's promise that a person can study the Dream pursuit doctrine for twenty years or more and still be learning, still be challenged, and still be useful to the field.

This folder is the teaching-plan layer for the forever-learning tier — the lifetime rung that takes a learner beyond the PhD and keeps the working professional in the discipline for a career. Read the program overview first; this page explains the tier's philosophy, where it sits in the ladder, and how its modules keep pace as Shipley and the DNA corpus evolve.
What the forever-learning tier is
The three degree tiers each have a distinct relationship to knowledge:

The forever-learning tier is what the doctoral overview calls Global Impact (post-doctoral & executive). It exists because the doctrine's own subject matter never stops changing:
- The rulebook changes. The FAR, DFARS, and agency supplements are amended constantly; DCAA and CAS guidance shifts; cost and pricing expectations evolve.
- The canon evolves. Shipley's methodology matures through editions, the APMP Body of Knowledge is revised, and new practice areas (AI-assisted capture, digital pricing-to-win) appear.
- The machine corpus versions. The DNA corpus — the machine-side rendering of this same doctrine — ships new versions as rules, formulas, and playbooks improve. The "one doctrine, two renderings" architecture means the human side and the machine side must be kept in lockstep.
- The market turns. Incumbency shifts, set-aside landscapes change, and what won a contract last decade may not win one this decade.
The degree tiers get a learner to the frontier of the discipline. The forever-learning tier is what keeps them on the frontier — as a working professional, a mentor, an executive, or a researcher — for twenty years and more.
The forever-learning philosophy
Four commitments define this tier.
Mastery is asymptotic; learning is the point. No one "finishes" this discipline. The most experienced capture professional still has something to learn from a real NOFO they have not seen before, a debrief that surprises them, or a doctoral student who frames a familiar problem as a researchable question. This tier is structured so that there is always a next thing to study.
The arc spans every tier — and loops back through them. The twenty-year arc (
twenty-year-arc.md) starts a learner at the undergraduate foundations and carries them through the master's craft, the doctoral research posture, and into mentorship and corpus authorship. It is not a ladder you climb once; it is a spiral you re-ascend at higher altitude, revisiting the same durable concepts with deeper questions.The stack-agnostic rule is a lifetime commitment. Doctrine 08 holds that concepts are durable, tools are swappable. For a learner who will be in this space for twenty years, that promise is the whole point: the tools you use on day one will be obsolete by year twenty, but the doctrine you learn in the first semester will still organize every pursuit you ever touch. This tier enforces the rule harder than any other — a master class, a roundtable, or a research seminar that depends on a product is a bug, not a feature.
The learner gives back as much as they take. The forever-learning tier is not a passive library. Alumni mentor new students. Senior professionals peer-review live captures. Post-doctoral fellows author and curate the corpus. The tier is designed so that long-term value requires contribution — the discipline only stays alive if its stewards keep teaching it.
How the tier keeps pace as Shipley and DNA evolve
The refresh problem — how the curriculum stays current without rewriting the doctrine — is its own module (refresh-and-recertification.md). In one line: the doctrine never changes to chase the stack; the canon layer tracks regulation; and a standing refresh cadence retrofits new lessons into every tier.
Concretely:
- Annual recertification. Every learner — and every instructor — re-grounds once a year: the rulebook delta (what changed in FAR/DFARS/DCAA/CAS/TINA), the canon delta (what Shipley/APMP published), and the practice delta (what the debrief record shows). Recertification is a re-grounding, not a punishment.
- DNA-version-aware updates. The machine corpus (
DreamLimited/dna) ships versions; the human rendering re-syncs to each version so "one doctrine, two renderings" stays true. When a rule or formula improves on the machine side, the corresponding concept-level lesson on the human side is checked and, where warranted, re-rendered. - Debrief-retrofit. The most important source of new lessons is the outcome record itself. When a pursuit is lost, a debrief, a protest, or a lessons-learned review surfaces something the doctrine did not teach — that lesson gets retrofitted into the tier where it belongs, so the curriculum literally learns from the market.

Each module follows the spirit of the shared module contract (../module-template.md) — concept-first, stack-agnostic, the pipeline always in the room — but the forever-learning tier adapts the six-session skeleton. Where a degree-tier module is a fixed sequence of sessions, the forever-learning "sessions" are standing structures: a master class that recurs, a roundtable that meets monthly, a research seminar that runs for a term, a recertification that happens annually. The contract's parts — learning objectives, session plan, discussion prompts, homework, comprehension check — still govern each encounter; the difference is that the calendar is a career, not a semester.
The Launchpad mapping
The Launchpad fellowship already names this territory. The forever-learning tier maps to the top of the ladder and to the fellowship's executive and stewardship programs:

Keeping this index honest
When you add a module to this folder, add it to the manifest (manifest.yaml) in the same change, per the repo's editing rules (CLAUDE.md). If the tier itself changes — a new program, a renamed track — update this page, the module ladder index (../README.md), and the crosswalk in align/concept-to-system-map.md together.
The bachelor's tier taught you what the discipline is. The master's taught you how to do it. The doctorate taught you how to test it. The forever-learning tier is the promise that you will never stop — and that the discipline will never stop needing you.
